In 1790 and 1791 the upper and lower reaches of the River Ouse were subjected to the control of commissioners appointed by Act of Parliament. In 1847 a further Act created the Trustees of the Newhaven Harbour and Ouse Lower Navigation who assumed certain functions in regard to the maintenance of the river as far as Bushy Brook and Hamsey from previous commissioners (but left the Lewes and Laughton Levels in being with their voting powers intact) and responsibility for Newhaven Harbour. By the Newhaven Improvement Act 1878 responsibility for the harbour (seaward from Horseshoe Sluice) passed to the Newhaven Harbour Company. Despite this the trustees continued with their title unchanged. In 1952 their responsibilies were assumed by the East Sussex River Board
