From 1790 and 1791 respectively, the upper and lower reaches of the River Ouse were made subject to the control of commissioners appointed by Act of Parliament. In 1847 a further Act created the Trustees of the Newhaven Harbour and Lower Ouse Navigation who assumed certain functions related to the maintenance of the river from the mouth as far as Bushy Broom and Hamsey including responsibility for Newhaven Harbour. The Commission for Lewes and Laughton Levels remained in being. By the Newhaven Harbour Improvement Act 1878 responsibility for the harbour (seaward from the Horseshoe Sluice) passed to the Newhaven Harbour Company. Despite this the trustees continued with their title unchanged. In 1952 their responsibilities were assumed by the East Sussex River Board.
