According to the first minute book, the Association was formed "... for the purpose of providing Central Offices where Religious and Philanthropic Societies [might] have their own desks and representatives, or can have their Secretarial and Financial work done by the Agent of the Association at a moderate cost." The Associations offices were in Philadelphia Chambers, Hackins Hey, Liverpool, in the business centre of the city, and extra money was raised by hiring out meeting rooms not just to philanthropic organisations, but also to commercial companies - at a higher rate. The spread of bodies using the facilities seems to have been wide: in 1908 for example they included Liverpool City Mission, Liverpool Midnight Mission, Liverpool Incorporated Accountants Association, Liverpool Ruskin Society, Council of Welsh Evangelicals and the Liverpool Sabbath Morning Free Breakfast Association. In 1923 they included the Amateur Swimming Association, the Baptist Union, Birkenhead School, British Women's Temperance Association, Council of Open-Air Preachers, the Railway Clerks Association, HM Customs and Excise Federation etc etc.
