The Tower Hamlets Pension Committee was founded in 1877. Its object was to provide pensions for poor persons who seemed worthy of assistance outside the workhouse. Applicants had to be resident in East End Unions where out relief had been abolished. Cases for assistance were investigated initially by the district committees of the C.O.S. In June 1923 the Charity Commission approved a scheme whereby the allocation and management of the Tower Hamlets Pension Fund was handed over to the C.O.S.
