From 1888 the Council minute books contain papers presented at Council meetings as well as minutes. These include reports of special committees, papers read at special meetings of Council, financial reports and budget estimates, proof copies of the annual reports of Council and the permanent Sub-Committees, copies of The Reporter giving accounts of Council proceedings, returns of attendance at Council and committee meetings, COS rules and byelaws, memoranda and agendas.
