Administrative history:
Southwark Wel-Care was founded in April 1894 as the Rochester Diocesan Association for the Care of Friendless Girls. At that date the present Diocese of Southwark formed part of the Diocese of Rochester. Its object was to endeavour to link together the various associations, homes, and workers engaged in penitentiary and rescue work throughout the Diocese and to start new efforts where required. Helpers, both paid and voluntary, were needed. Outdoor work was carried out by paid trained rescue workers responsible to the local Ladies' Executive Committee "who visit girls in their own lodgings, in the common lodging houses, and houses of ill repute". Many of the local associations ran maternity homes and refuges. No. 125 Kennington Road was acquired on lease in 1903 as a "Central Home". It housed the Diocesan Office and provided accommodation for rescue workers, and training facilities for ladies interested in rescue work. Local associations were responsible for collecting and expending their own funds, but many could not exist without help from the Central Association.
In October 1904, a new constitution was adopted. The two central committees, one of men and one of women, were replaced by a Council. In 1905 the Diocese of Southwark was created from the western part of the Diocese of Rochester. Accordingly in May 1905 the Rochester Diocesan Association for the Care of Friendless Girls was dissolved and then immediately reformed as the Southwark Diocesan Association for the Care of Friendless Girls. In May 1914 its name was changed to the Southwark Diocesan Association for Preventive and Rescue Work.
Two diocesan homes were directly responsible to Council. The Diocesan Medical Home was founded at Woolwich in 1913 for the treatment of young girls suffering from venereal disease. It moved in 1918 to 80 Stockwell Park Road and closed in 1935. The Diocesan Maternity Home was opened in 1928 at Stretton House, Grove Park. It was evacuated during the War to Limpsfield, Surrey and returned to Grove Park in 1946 as the Diocesan Mother and Baby Home. It closed in 1976. Other homes were run by local associations.
The Diocesan Association adopted a new constitution in 1915 whereby representatives elected by local branches came onto the council. In February 1932 it changed its name again to the Southwark Diocesan Association for Moral Welfare.
A major reorganisation of the local associations took place in 1965 to bring them in line with the new London Boroughs. In 1970 the name Southwark Diocesan Council for Wel-Care was adopted.
The nature of the work of Southwark Wel-Care has changed considerably over the years. At first its aims were to help and to restore the mothers of illegitimate children, to rescue prostitutes and to save young women who were in danger of being led astray. In 1914 a special branch of the association was formed in order to help children in moral difficulty. This was known as the South London Committee for the Protection of Children, later the South London Association for the Moral Welfare of Children. Its work was transferred to the LCC Education Committee in 1950.
By 1934 more emphasis was being placed on the welfare of illegitimate children including the advisability of adoption in certain cases. The bulk of the work was concerned with assisting mothers during their pregnancy and confinement and helping them to support and bring up their child afterwards. Unless the mother was able to return to her own parents or to take her baby with her when she went into service, many children had to be placed with foster mothers. The number of adoptions increased after the Second World War reaching a peak in the 1960s, followed by a dramatic decline.
Official concern over the increased number of illegitimate births during the War was expressed in the Home Office Circular 2866 of October 1943. This requested local authorities to assist voluntary agencies caring for illegitimate children and their mothers. The social legislation of 1946-1948 did not provide services specifically for unmarried mothers and their children other than certain medical and maternity care which was given to all mothers.
In many areas including London, local authorities gave grants to assist Diocesan councils for moral welfare and worked in close co-operation with them. From 1971 assistance for one parent families came within the responsibilities of the new local authority social services departments.
In 1975 the object of Southwark Wel-Care was defined as being to promote the welfare of one parent families and other families with similar problems. Its provision took the form of casework service, mother and baby homes, and housing projects such as flatlets for unsupported mothers.
A considerable influence on the work of Southwark Wel-Care has been exercised by the successive organising secretaries, the principal official based at the Diocesan Office. In 1971 this post became that of Director. The following women have held this position.

There is unrestricted access to all published material including annual reports. Case books, case files, personnel files and minute books and files containing confidential information relating to individuals are closed. Permission to consult these records may be requested from the Director of Southwark Wel-Care. Minute books, files and other records which do not contain confidential information relating to individuals are closed for 30 years.

Contents:
This was founded at the turn of the century by Agnes Parr to assist unmarried mothers of an educated background. It ran homes for girls who wished to keep their babies. By the 1970s the need for this type of work had declined. It switched its attention to underprivileged single mothers and cooperated with Southwark Wel-Care to provide accommodation for mothers and babies. See also ACC/2201/B16/3/1-152.
In 1969 it affiliated to the Church of England Committee for Diocesan Moral and Social Welfare Councils.

SOUTHWARK DIOCESAN BOARD OF WOMEN'S WORK FILES ON MORAL WELFARE WORKERS  [no ref. or date]

The Southwark Diocesan Board of Women's Work was founded in 1918. In 1933 its objects were defined as being:-
1. To ensure an adequate supply of trained laywomen workers for service in the diocese
2. To safeguard the conditions of employment of trained laywomen workers
3. To promote the efficiency and welfare of trained laywomen workers
4. To promote the greater efficiency of women's church work generally in the diocese

It was responsible for presenting candidates to the Central Council for Women's Church Work for the Inter-Diocesan Certificate of Recognition (the I.D.C.). It advised moral welfare workers on how to qualify for this and recommended courses in theology and social work. It also presented women workers to the Bishop of Southwark for his licence. The Board was also responsible for arranging pensions for salaried laywomen workers under the Church Assembly Pension Scheme. When a church worker left Southwark to take up employment in another diocese, her papers were normally transferred to the new diocese.
Southwark Diocesan Board for Women's Work was wound up in May 1969. The administration of women's work was reconstituted as Southwark Diocesan Women's Ministry. At some stage the files on moral welfare workers (with an occasional file on women parish church workers) appear to have been transferred to Southwark Wel-Care

PAPERS OF MISS EILIDH MACDOUGALL  [no ref. or date]

These papers wre given in 1954 by Miss MacDougall's sister, Mrs Winifred Hadfield, to Miss Lila Retallack, former Secretary to Southwark Diocesan Association for Moral Welfare.
Miss MacDougall in about 1895 became a Visitor for Greenwich and Deptford Workhouse Girls' Aid Committee. She later became an outdoor worker in Lambeth and assistant secretary to Miss Frances Hogg, first secretary of the Southwark Diocesan Association for the Care of Friendless Girls. From 1905 Miss MacDougall assisted the Metropolitan Police in the investigation of cases connected with the white slave traffic. In 1910 with Miss Mary Leaf she opened the Metropolitan Police Home for Women and Children in Lambeth. She supervised the home and gave aftercare to the girls until 1932. In 1912 she was appointed Lady Assistant to the Metropolitan Police to take statements from child witnesses in cases of criminal assault.

The Diocesan Medical Home was founded in 1913 for the treatment of young girls suffering from venereal disease. It was located at 75 St. Mary Street, Woolwich. In 1919 it moved to 80 Stockwell Park Road, Lambeth. The Home was supervised by a Committee which was directly responsible to the Diocesan Council. In fact the House Committee failed to meet between 1919 and 1929 when it was replaced by a new Committee. The Home closed on 31 October 1935 because of a lack of applicants for treatment, especially from those for whom the home was originally intended, that is young girls not yet hardened to an immoral life.

STRETTON HOUSE (DIOCESAN MATERNITY HOME; FROM 1946 DIOCESAN MOTHER AND BABY HOME)  [no ref. or date]

Stretton House was opened in 1928 at 273 Baring Road, Grove Park, London SE12 as the Diocesan Maternity Home. It replaced a small maternity home which had been founded in 1918 by the Woolwich and Plumstead Committee at 23 Vicarage Park, Plumstead. The Committee for Stretton House was directly responsible to the Diocesan Council. In September 1939 Stretton House was evacuated to 'Fair Acre' at Limpsfield, Surrey. It moved from there in June 1940 to 'Monkschester' also in Limpsfield. Danger from flying bombs forced the home to close in July 1944.
273 Baring Road had been badly damaged by bombing in October 1940. After repairs Stretton House reopened in Grove Park in January 1946, but no longer as a lying-in home because of the expense of complying with stricter regulations. Instead it became the Diocesan Mother and Baby Home. Girls were admitted before and after their confinements which took place in hospital.
Various proposals for rebuilding the home in the 1960s came to nothing. In June 1976 the home was closed. Very few records relating to former residents were found except for the day book for 1969 - 1976 (ACC/2201/E5/1). Those application forms which were found scattered round the house were burnt. SOUTH LONDON ASSOCIATION FOR THE MORAL WELFARE OF CHILDREN  [no ref. or date]

Contents:
In October 1914 a permanent committee for work amongst children was set up by the Southwark Diocesan Association for Preventive and Rescue Work and the Children's Care Committees for South London. This was known as the Children's Rescue Committee. Its object was to help children in moral difficulty by means of specially appointed workers. The committee was recognised by the Diocesan Council on the same footing as a local branch. In about 1929 it changed its name to the South London Committee for the Protection of Children and again in 1935 to the South London Association for the Moral Welfare of Children. A meeting of subscribers was held each year which elected the General Committee which was to include the Principal Organiser of Children's Care Committees and the District Organisers for South London. The General Committee elected the Executive Committee.
Increasing financial difficulties led to the dissolution of the association on 30 September 1950. Its work was taken over by the LCC Education Committee.

Contents:
The Lambeth Branch (Outdoor Rescue Work) was founded in 1895. The Lambeth Home, a maternity home for unmarried mothers, was already in existence. In December 1914 it moved from 127 Kennington Road to 11 St Nicholas Road, Tooting. The home closed in December 1931. The Lambeth Branch underwent several changes of name. By 1920 it was known as Lambeth Preventive and Rescue Society. In 1930 it became Lambeth Girls' Welfare Association and in 1947 Lambeth Moral Welfare Association.
In 1964 the Lambeth Association amalgamated with the Battersea, Clapham and Brixton Moral Welfare Association. A Council was formed with representatives from each parish. St Mary's House, formerly the Battersea Mother and Baby Home, became the joint responsibility of the council. Further reorganisation followed in 1965 as part of the policy of making local associations coterminous with the new London Boroughs. Accordingly the Lambeth and District Moral Welfare Association lost most of Battersea, but gained Streatham. Mitcham, which was formerly linked with Streatham, went to Merton. St. Mary's House remained with Lambeth as it was now situated within the Borough of Lambeth. It closed in 1986.

BATTERSEA MORAL WELFARE ASSOCIATION  [no ref. or date]

Contents:
The Battersea Ladies Association which was formed in 1881 ran a refuge in Chivalry Road, affiliated to the Reformatory and Refuge Union, and also did outdoor rescue work. In 1899 the Battersea outdoor work became a branch of the Rochester Diocesan Association for the Care of Friendless Girls. The Chivalry Road Refuge then became Wandsworth Ladies Association. The Battersea Branch opened a new refuge in 1909 which moved to larger premises in 1918. St Mary's House opened at 9 Vicarage Road, Battersea Square, SW 11 on 28 September 1918. At first one worker was responsible both for the home and the outdoor work. In October 1929 a separate committee was formed for outdoor work. The Battersea Branch adopted the name Battersea Moral Welfare Association in 1934. It subsequently amalgamated with the Clapham and Brixton Branches to form the Battersea, Clapham and Brixton Moral Welfare Association.
In 1964 a further amalgamation took place with the Lambeth Association. Another reorganisation followed the formation of the London boroughs in 1965. Most of Battersea was detached from Lambeth and transferred to the Wandsworth Association, but St Mary's House remained the responsibility of Lambeth. ST MARY'S HOUSE  [no ref. or date]

Contents:
St Mary's House was opened by the Battersea Branch at 9 Vicarage Road, Battersea Square SW11 in 1918. Shortly afterwards it moved to 32 Macauley Road SW4. As a result of the reorganisation of the local associations in 1965, to make then coterminous with the new London boroughs, responsibility for St Mary's House passed to Lambeth and District Moral Welfare Association. In January 1968 it ceased to be used as a Mother and Baby Home and was remodelled to provide self contained accommodation for young mothers with their babies under the supervision of a warden. St Mary's House closed on 2 July 1986. Contents:
The Camberwell and Dulwich Committee for Preventive and Rescue Work ran a home for mothers at 24 De Crespigny Park. This closed in March 1925. In 1927 the Committee amalgamated with the Camberwell Ruri-decanal Social Service Committee to form the Camberwell and Dulwich Social Purity Council. This is turn appears to have been succeeded in 1928 by the Camberwell and Dulwich Association for Rescue and Preventive Work, which was renamed in December 1933 the Camberwell and Dulwich Association for Moral Welfare. In 1965 it amalgamated with the Southwark, Bermondsey and Newington Association to form the Southwark and Camberwell Moral Welfare Association.

Contents:
The adoption files were originally part of the main series of case files, but they have been selected for preservation by Southwark Wel-Care while most of the rest of the older case files have been destroyed. Cases for Battersea, Tooting and Wandsworth were formerly dealt with by separate Wel-Care offices. After they were brought together at the same premises, cases from these three areas were still dealt with by different workers and the files continued to be kept as separate series. Files for Wandsworth and Putney were given the reference 10/1, Battersea files had the number 10/2 and Tooting and Balham became 10/3. PUTNEY HOME  [no ref. or date]

Contents:
The Putney Home for Mothers and Babies was originally located at 14 Spencer Road (later renamed 15 Spencer Walk), Putney. In the 1950s the home moved to a larger house no. 15 Genoa Avenue SW15. Contents:
The Reference Collection consists of books, pamphlets, Acts of Parliament, white papers, leaflets and periodicals accumulated by the Diocesan Office in the course of its work. Some items belonged at one time to the Lambeth Moral Welfare Association Worker, but were at some stage transferred to the Diocesan Office. Many of these publications relate closely to reports and papers contained in the files listed in the 'Policy and Information' Section of the records of the Diocesan Office.
Not all the Reference Collection has been retained. Those items of more purely religious interest and works on social theory have not been kept.
