43. Report of visiting justices, dealing with Inspector Hill's recommendations. July. The justices are opposed to the re-introduction of the separate system, and the reception of quarter sessions prisoners from elsewhere in the county, mainly on the grounds of the limited accommodation at Lincoln. A common gaol cannot be used for house of correction prisoners without the sheriff's consent. Even if the Lincoln gaol were declared a house of correction for each of the three counties, the gaol sessions would have no power to levy the appropriate rates
