The debtors complain that their new yard is unpaved 135. A long report by Sir E.F. Bromhead on the extent to which legislative requirements and the system of discipline required by the new Rules have been met. The quarterly sessions have proved a great advance on the old system of irregular annual meetings. Between sessions the gaol is under the superintendence of the sheriff and visiting magistrates, usually consisting of the Lindsey and Kesteven magistrates meeting in petty sessions at Lincoln. The committee of visitors holds a regular monthly meeting. Sensible of the value of publicity, the magistrates have freely opened the prison for the inspection of 'respectable strangers interested in this new branch of Social Economy.' 'With the same view, they have requested each Grand Jury of Assize to appoint a Committee, especially of gentlemen who are not magistrates, minutely to inspect the prison, and in consequence of valuable suggestions offered at the last Summer Assizes, they have adopted some beneficial changes.'
