Administrative history:
A completely new function with which the County Council became associated in 1948, and one with which the authority had not formerly been concerned in any way, was that of providing a county wide fire service. The Fire Services Act 1947, which came into force on 1st April 1948, made county councils and county borough councils the only fire authorities. Before 1938 arrangements for fire cover were provided on a very local basis in a variety of ways. In Kent there were also an unusual number of volunteer fire brigades, financed by subscriptions and fees collected for attendance. Under the Fire Brigades Act 1938, county boroughs and county district councils became the fire authorities but could contract with other authorities or organizations to provide fire cover. Before re-organization could show much result the wartime National Fire Service was set up in 1941 with the primary task of fighting fires resulting from air raids.
When the County Council took over the fire service there was much to be done. The siting of some fire stations which had been arranged to meet the requirements of small authorities was unsatisfactory from the wider viewpoint of a county service. The standards of accommodation throughout the county needed considerable improvement. More houses for firemen were needed and much of the equipment and many of the vehicles needed replacement.
An interim Fire Services Committee was set up in July 1947 to begin preparations for the transfer. This shortly became the Fire Brigade Committee, reverting to the title Fire Services Committee in 1961. The Fire Brigade Committee consisted of representatives of both the County Council and the county's district councils. The county borough of Canterbury delegated its powers in respect of its fire services to the County Council so that the whole county of Kent came under the Kent Fire Brigade. An establishment scheme was also prepared and this provided initially for a county fire establishment of seventy nine fire stations, 708 permanent and 172 temporary whole time personnel, 986 part time retained personnel and 152 fire appliances, and was to be subject to review in a year.
The Fire Brigade Committee earmarked a site adjoining Loose Road, Maidstone, for a new County Fire Headquarters, together with a Brigade Training School, fire station and other facilities but so little new building was possible in the immediate post-war years that the existing requisitioned house. The Godlands at Tovil near Maidstone, which has been taken over from the National Fire Service for use as the County Fire Headquarters, was bought in 1950. The Brigade Workshops taken over from the National Fire Service were in requisitioned property at Lyminge but more central premises were found in Marden and a factory site there was purchased in 1949 and adapted and brought into use in 1950. For some years ambulances and vehicles used by the Health and Buildings Departments were also maintained there as well as fire appliances. The Brigade Training School at Linton was opened in May 1948 and used for training purposes by other fire authorities and by the army. The Brigade Store was also at Linton and both store and training centre remained there until 1972 when new premises were opened for them on the Loose Road site at Maidstone.
A large number of minor repairs were carried out immediately to the fire stations taken over in 1948 and a master plan prepared for the erection of 63 new fire stations with a programme of 28 in the years 1950-1954. The erection of 97 houses for firemen in the same period was also approved. Government restrictions on both building and finance made it impossible to carry out this programme. The first two fire stations were not completed until 1953. By 1960 12 new fire stations had been built; 15 more followed followed between 1960 and 1965. There were 143 brigade residential properties by 1965, some purpose built, some purchased properties. The replacement of fire appliances also proceeded slowly at first but gathered momentum in the mid 1950s, 23 new appliances being commissioned in 1953-1954.
In 1951 a joint police-fire brigade wireless scheme making use of two way fixed and mobile radio units was brought into operation. In 1964 an independent radio network was completed separate from that of the county police and a complete system for the centralized receipt and handling of all fire calls at the control room at Brigade Headquarters.
The position of Kent as a maritime county imvolved in making special arrangements for fire-fighting on the R Thames. In 1948 arrangements were made with the Port of London Authority for the use of certain salvage vessels to embark firemen and equipment to ship fires on the river. In 1961, in conjunction with Essex County Council, a fire boat was chartered, to be manned by Kent Fire Brigade personnel, for the same purpose. In 1966 arrangements were made for one of a pool of four modern powerful fire fighting tugs to be available at all times and placed under the control of the brigade and the use of the charter boat was discontinued.
The Brigade was involved with a fire at Oakwood Hospital, Maidstone on 29th November 1957 which resulted in the collapse of a 90 feet high tower forming part of the hospital buildings, killing six people including three firemen and injuring many others.
A special event was the assistance given by a token party from Kent Fire Brigade in fighting forest fires in the Gironde in France in August 1949. Twelve members including the County Fire Officer went and spent two days helping their French colleagues, taking their own equipment with them. The French government awared medals to all members of the Brigade who took part and these were presented at a special luncheon given by the chairman of the County Council in the spring of 1951.
The Fire Brigade was also involved with the great floods which swept across the county in the early part of 1953 along with other county services.

Administrative history:
The Kent Education Committee began life as the Technical Education Committee in July 1891 with twenty one members. By the Education Act of 1902 the County Council became responsible for elementary education in Kent except in sixteen boroughs and urban districts, which under the Act had independent powers. It was also responsible for all higher education throughout the county apart from the county borough of Canterbury. The County Council delegated to the Education Committee (re-formed with this new name in 1903) all its powers under the Education Acts 1870-1902, except the power of raising a rate or borrowing money. The newly named Committee consisted of twenty six members
In July 1903 the Kent Education Committee took over 432 elementary schools. With the schools the committee took over the employment of 2,600 teachers and the education of 80,000 children. Managers for all these schools had to be appointed or elected and correspondents to the managers chosen. The county was also divided into thirty one school attendance districts under the supervision of local committees which were also given limited powers in other matters
Though as far as secondary education was concerned Kent Education Committee was responsible throughout county, twenty one local sub committees for higher education were set up in the larger boroughs and urban districts, contiguous towns were grouped together.
The Kent Education Committee was also very concerned with providing better training for teachers in the county. The old pupil teacher centres were in most cases amalgamated with secondary schools and arrangements made for pupil teachers to attend secondary schools for several consecutive terms interspread with several terms teaching in elementary schools.
The provision of evening classes which the Technical Education Committee had undertaken was continued and Evening Continuation Schools in rural areas were further encouraged rising to seventy eight in 1910.

The sending out of 98 different questionnaires to Kent Borough and Urban and Rural District Councils was instigated in 1972 by the 'Kent Borough and Urban District Councils' Association" and the Kent Branch of the "Rural District Councils Association" prior to the reorganisation of local government which took place in 1973-4
The questionnaires were returned to the Central Research and Intelligence Unit of the Kent County Council, with the intention of compiling a document bank upon which district or county reorganisation working parties could subsequently draw
A complete set of the questionnaires was deposited in the County Archives "for the benefit of historians and students in the centuries to come"
Questionnaires were also sent out to several Superannuation Joint Committees
