Administrative history:
In the sixteenth century all the documents relating to one session were threaded on a single file. Early in the seventeenth century, the increase in the number of documents led to the formation of an independent parallel series, known as Sessions Bundles, made up of certain types of paper documents hitherto filed on the rolls. After 1687 papers are no longer included in the rolls, but are in an enlarged series of Sessions bundles (Q/SBb).

Administrative history:
Indictments were normally on parchment and filed in Sessions Rolls.
For the period, 1610-1623 a large number (875) of indictments in Latin but on paper were filed on a separate bundle. Most of them are not duplicated by parchment indictments on Sessions Roll. Careful study of these documents produced no conclusive explanation of them; it may have been simply an idiosyncracy of the Clerk of the Peace, Eldred, in whose time the indictments were written.
The most common offence is larceny, the articles and their owners are names, details of clothing, household and agricultural implements. Other offences include unlicensed on disorderly alehouses, assault, dispossession, various offences against game laws. Defendant's abode and occupation given; those of plaintiff and witnesses not stated.

In 1618 a special commission, under the great seal, was issued for 'the speedy amendment of the highe wayes, common passages, bridges, & calsies [causeways], in this county of Essex, leadinge from diverse parts thereof towards the Cittye of London'. This group of papers includes presentments from the juries or surveyors for numerous parishes in ten Hundreds, with original precepts of the commissioners and lists of jurors and surveyors. Presentments are mostly for ditches unscoured, trees unlopped, and neglect to perform statute work on the highways. Some are for several parishes.

'According to an order made at the general Quarter Sessionsfor the peace holden at Chelmesford the 13th of April 1644 for the suppressing of Alehouses & other prophanesses dayely comitted', returns were made by a number of parishes, May - July 1644, and presumably placed before Quarter Sessions at Midsummer, though there appears to be no allusion in the Sessions Roll.
Certain parishes in Barstable and Becontree Hundreds replied at the same time to other enquiries which had been addressed to them by the high constables during June and July concerning (a) 'runawaie souldiers' (deserters), (b) persons who had not taken the Covenant, and (c) the activities of Colonel Walter Long, who on 24 May 1643 had been authorised by Parliament to collect moneys due from several Essex Hundreds in respect of taxes on disaffected persons, i.e. papists and royalists [see Acts and Ordinances of the Interregnum, I,p.161].

Related information: Three references occur in Bridge Book (Q/CP 3) to the reimposition of the Forest Laws by Charles I, and the attempt to extend the bounds of the Forest during the period of personal government.
Michaelmas 1634 Bridge Book p.111 and Q/SR 286/12 petition by the Grand Jury referring to the 'Itre or Justice seate' of the Forest of Waltham held 1 October 1634, where the bounds were presented as from 'Stratford Boe bridge to Cattowaie bridge in length and from the River Thames to Stann Streete in bredthe'. The Grand Jury urge the County to answer this presentment and to appoint a Special Committee of justices and gentlemen to consider the matter.
Midsummer 1635 Bridge Book p.114 [not in Q/SR 289] the Grand Jury approves the work of the committee and asks it to continue.
Epiphany 1635/6 Bridge Book p.116 [not in Q/SR 291] 'A Representation of the Grand Jury to the Court against the extending the bounds of the Forest, the Imposition of Shipp money upon them, hoping that it will not be drawn to an Annual Duty to the Loss of their Liberties'.

Administrative history:
In 1640 'An Act for the certainty of forests, and of the meets, meers, limits and bounds of the forests" [16 Charles I, c.16], recited the grievances recently expressed as a result of extensions of the royal forests and gave authority for the setting up of a Commission, upon request, to enquire into the bounds and limits of the forests as in 20 James I [1622], and to return the findings to the court of Chancery; at the same time the sherriffs, bailiff and forest officials were ordered to assist the Commissioners wherever a Commission was set up.
As the Parliament of 16 Charles I did not meet until 3 November 1640, it seems unlikely that the Act c.16. should have been passed and a Commission set up by 9 December. The Accounts are therefore probably records of the work of the County Committee. By September 1641 the Commission may well have taken the place of the Committee.

Royalists' Estates - Sequestration Accounts  Q/SBa 8/1-88  [n.d.]

Administrative history:
With the outbreak of the Civil War in 1642, the Long Parliament set up various Parliamentary Committees in counties sympathetic to its cause. These Committees were responsible for organising train bands for the Parliamentary forces, collecting monies for financing these troops, and repressing royalist adherents. At the same time, some royalist estates were seized and administered by the Parliamentarians and in other cases heavy composition fines were inflicted. Collectors of money for the Parliament's cause were also appointed for each parish.
In Essex a Committee of this kind was appointed, with representatives from each of the six Divisions of the County. The papers listed relate to some royalist estates in seven parishes in the Chelmsford, Rochford and Dengie Division only. They are accounts of monies paid out for (1) the upkeep of the Parliamentary forces in Ireland, (2) the upkeep of garrisons in England (especially the important garrison for the Eastern Assocation at Newport Pagnell), and also for financing campaigns such as the reduction of Newark, (3) for the Scots army, and (4) the repair and upkeep of sequestrated estates. The monies in question were mixed either directly from such estates or by the collection of parliamentary rates.
There is no apparent connection with Quarter Sessions, but if the Clerk of the Peace or his deputy was clerk to the committee for the county or division this would account for their presence in the Sessions records.

On 12 May, 1671, commissioners for the collection of a subsidy (presumably that authorised by the Act of 22 and 23 Charles II.c.3) directed to petty constables in Hinckford Hundred the following warrant 'Thes are to will & require you upon sight hearof by vertue of ye sd. warrant to returne to ye Comissineres at the White hart in Bocking upon the sixteenth day of this instant May the names and sirnames of fower of the most substantiall and knowing persons within your parish out of which they then shall & may Appoint two or more of them to bee Assessers in your parish of a subsidie grammted by a Lat act of Parliament unto his Mati for a supply of his extraordinary occations'
