The work of the justices of the peace in "petty", "special" or "divisional" sessions or "monthly meetings" prior to the period covered by the records listed here is primarily represented in Quarter Sessions Records from 1556 onwards.

A County Court building was erected in South Street, Rochford, about 1860, but the inhabitants of Southend complained that the petty sessional courts should be held there, as it was the busiest town in the Division. A sessions building was erected in Alexandra Street, Southend, in 1884/85, and from April 1885 courts were held alternately in Rochford and Southend. A new Southend Courthouse was erected in Alexandra Street in 1924. From about 1929 onwards courts were held in Southend only. A new Court House in Victoria Avenue was opened on 4 February 1966 by Lord Parker of Waddington, Lord Chief Justice of England.

Rochford Petty Sessional Division originally comprised the parishes in Rochford Hundred and also South Benfleet, Canvey Island, and Thundersley. In April 1894 the Borough of Southen-on-Sea was granted a separate commission of the peace
