Appeal of Edward Blackmore, James Drew, William Hore and Henry Lamb against conviction of 24 Feb. 1790 that, on 13 Feb. 1790, at Helston, Simon Edsall, Collector of Excise, informed the justices that the appellants, on 27 Jan. 1790, at St Austell in a certain couch [layer of grain laid on the floor to germinate] belonging to the appellants, for making malt, did ram 71 bushels of corn so compacted that its rise and swelling was prevented. The fine was 5s. per bushel, total £17 15s. The appellants appeared before the court on 24 Feb. at Helston, where they were convicted: charges true, but as appellants had forfeited the fine, conviction quashed; £1 6s. 8d. costs to be paid to the appellants by Simon Edsall.

Appeal of Cury against order of 9 Dec. 1789 for the removal of David Rogers, wife Joan, and children John (4) and Grace (1), paupers, from Mawgan [in Meneage] to Cury. In 1778, David Rogers, aged 13, was apprenticed by Mawgan to John Uren at Chigaskey; after 3 years, J. U. sold his estate and applied for discharge to William Julian, overseer. W. J. convened a vestry meeting attended by churchwarden Davies, J. U., John Rogers, father of David Rogers, and many principal farmers of the parish. Agreed that apprentice be discharged, J. U. to deliver his part to Trelowarren, seat of Sir Richard Vyvyan, where the parish papers are deposited. Four days after, J. U. gave the original indenture to J. R., who took it to Trelowarren, but it did not appear that the indenture was cancelled at that time, although a search at Trelowarren found the original and the counterpart folded together - the original under seal, but the counterpart cancelled. D. R., supposing himself discharged (aged 16 and unmarried) served Isaac Hill in Cury for a year at £3 and for a second year at £3 50s. Cury maintain that discharge of an apprentice under 21 requires the consent of 2 justices, and that, for want of this, the apprenticeship was not discharged sui juris: order confirmed, subject to opinion of King's Bench; Cury to keep and provide for David Rogers and family.

Nicholas George, late of Kea; convicted of taking one woollen garment, commonly called a man's great coat, the property of Richard Harris, value 2d.: hard labour for 3 months.

Continued appeal of St Columb Major against order of 8 July 1789 for the removal of Richard Liddicoat, wife Grace, and children Richard (12), Mary (10), Grace (8), Antony (5) and Thomas (1½) from Crowan to St Columb Major. The father of R. L. lived in Crowan as a tailor, and 33 years later was to have been removed to St Columb Major unless he produced a certificate from there. In 1779, Anthony Liddicoat, brother of R. L., died at Crowan, and his widow and family were taken back to St Columb Major without a removal order. The Certificate cannot now be found, and appellants submit that its existence can only be proved if it is produced. The Court was of the opinion that oral evidence ought to be received: order confirmed, subject to opinion of King's Bench.

Appeal of William Rowe of St Columb Major, yeoman, against a rate made by St Columb Major on 18 March 1790 for 20 rates from Easter 1789 to Easter 1790, and allowed by two J.P.s on 20 March 1790 that the said rate is unfair: entry of William Rowe and others at Trekenning in the sum of £5 9s. 7d. to be struck out, and William Bennett be inserted for the Great Downs part of Trekenning in the sum of 2s. 6d. Also Jude May for a field be rated at 5s., and John Nicholls for another field at 2s. 1d., and that Mr Paynter for Trekenning Meadow, the sum of 3s. 4d. Also Robert Kent for Pages Close 2s. 5d., and Solomon Baseley for Goras and 2 meadows 10s., and Michael Baseley for Coyte 6s. 8d., and Henry Barnicoat for Jewells Field 5s., and William Rowe for the Barton of Trekenning £3 12s. 11d.

Duke of Montagu, President of the Society for giving effect to His Majesty's proclamation against vice and immorality, addressed the Chairman of this Sessions through two letters, intimating the great mischief and expense that had arisen through not enforcing the laws against vagrants, and by indiscriminately granting walking or begging passes; he recommended the justices to send two magistrates to meet in London on 5 May next at 12.00 noon at St Albans Tavern, St Albans St., and also after Christmas to consider the laws against vagrants: Sir Francis Bassett, John Call and Christopher Hawkins, esqs to attend.
